Summary	Since it is impossible to expand highway network and its capacity unrestrictedly, the traffic management strategies are playing increasingly important role in improving traffic congestion and operational efficiency. In many cases, sings are becoming the essential facilities to implement relating traffic strategies. In order to enhance traffic safety and efficiency, many countries widely apply changeable message signs(CMS) which can furnish drivers with real-time information. Although, in our country, there exists basic definition of CMS in the Implementation Rule of Highway Traffic Signs, Markings and Signals, it still lacks of uniform requirements of CMS installation. This study is intended to analyze the existing technology, the implementing function and the application domain of the traffic management strategies of CMS. We hope it could be a useful reference for related authorities while making the uniform requirements.
